Trump's Woke Alarm Misses The Continent's True Threat: Technological Decline.

Donald Trump's security policy document offers a flawed assessment of the European Union. It claims that open-border policies and what it terms "progressive" agendas pose an existential threat to the continent's identity. Yet, this argument is based on a fundamental misinterpretation of the reality. The true danger confronting the EU is not societal but technological and economic backwardness.

The Stark Economic Divide Between Europe and the US

The data reveal a stark picture. Between 2008 and 2023, US GDP surged by 87%, while a paltry thirteen and a half percent growth for the EU. Over this time, EU GDP per capita fell from over three-quarters to just half of the American figure. Strikingly, even Mississippi now has a greater average income than several leading EU nations like Italy and France.

Currently, roughly half of the world’s 50 largest technology firms are US-based, while a mere four are from Europe.

The Innovation Shortfall: A Critical Question

This widening economic gap is driven by superior efficiency gains in the United States, largely due to technological innovation and higher total factor productivity. The landscape of world technology dominance is decidedly American. Over the past fifty years, 241 US firms have grown into enterprises valued at more than ten billion dollars, compared with only fourteen in Europe.

This disparity prompts a vital issue: As the competition for tomorrow's sectors like AI, semiconductors, and quantum computing, where does Europe stand? Most analysts concede it is essentially a two-horse race involving the United States and China, with European nations entering at a significant disadvantage.

Underlying Factors of Europe's Technological Lag

Several key reasons explain this innovation chasm.

  • Venture Capital: The United States has a far deeper and more dynamic network for funding startups. Europe has yet to establish a genuine capital markets union, which caps the growth potential of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hamper Europe. A US startup can launch a product under a single set of laws to access a market of hundreds of millions. The European Union, despite a bigger population size, is split among 27 different national regimes, creating huge internal barriers.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In parts of Europe, a startup's collapse was historically viewed with penalties, whereas in the US, it is often seen as a valuable lesson.
  • Military Investment: The US benefits from a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in military capabilities has eroded its ability in pioneering research.

A Path Forward: Reasons for Cautious Optimism

In spite of these challenges, one can find causes for hope. Policymakers are increasingly aware of the existential challenge and have started to propose serious reform. Notable reports on European competitiveness and the single market point to the necessity of sweeping reforms.

With the right incentives and rule changes, Europe's strengths could support far greater levels of commercial innovation.

The continent still possesses significant advantages: high-quality workforce, excellent schools and universities, and premier labs. Alongside a large internal market and high savings rates, these foundations could unleash a new wave of investment and entrepreneurship.

Crucially, even if Europe does not take the lead in developing next-generation technologies, it can still significantly increase economic output by implementing and tailoring innovations from elsewhere.

A Critical Juncture

The European Union now faces a critical crossroads. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". So far, Europe's technological decline has been steady. But, without decisive action to tackle its deep-seated problems, today's slow erosion could turn into a sudden and irreversible decline in world influence.
